Proctor is the daughter of Philip Proctor a voice actor who was a founder and member of The Firesign Theatre, and Barbro Semmingsen, a television producer in Oslo, Norway.
Although Kristin was born in Los Angeles, she was raised in Oslo. In 1998, she returned to the US to study acting.
