Oscar Baylin Goodman was born in Philadelphia, Pennsylvania. Goodman graduated from the University of Pennsylvania Law School. In 1964, he moved to Las Vegas, Nevada. In Las Vegas, he earned a reputation for defending such notorious figures as Anthony Spilotro and Meyer Lansky.

In 1999, Goodman was elected mayor of Las Vegas. He began serving his second term as mayor in 2003.
