"Why is a mouse that spins?" is an old non-sense riddle. The answer to the riddle is "The higher, the fewer."
It has been suggested that the riddle once made sense. The "mouse" referred to the centrifugal governor of a steam engine. The mouse was positioned on a spinning arm. As the arm was spun by the engine, it would lift - eventually opening a valve to reduce the speed of the engine and the speed that the mouse was spun.
